即被發票人(Drawer)。匯票之付款人雖負付款責任，但匯票之發票人或執票人不能強迫付款人付款，因匯票付款人在理論上有權防止他人無故向其濫開匯。但遠期匯票如經付款人承兌，則付款人(即承兌人)即成為該匯票之主債務人，該匯票之背書人、執票人、發票人均可向其追索。
